TPEG2-TFP live measurements

A source is a single feed with its own endpoint and its own identifier, carrying content for one format. This is the dynamic feed of TPEG2-TFP: the actual traffic state data, including average speed, level of service, delay, and a related quality indicator. Each message is linked to the corresponding road segment definition in the predefined locations feed through the messageID element.
