TPEG2-TFP predefined locations

A source is a single feed with its own endpoint and its own identifier, carrying content for one format. This is the static feed of TPEG2-TFP: the catalogue of monitored road segments with their identifiers, geometry, and location references, the predefined location set that the live measurements reference.
